No. HOPE and Zell Miller are Georgia state aid programs with residency requirements published on GAfutures, so nonresident and international students receive neither. Out-of-state students also absorbed the 3% nonresident tuition increase the Board of Regents approved for 2026-27, compared with 1% for in-state students.
