The practical rule: if a page shows Baylor tuition in the $50Ks, it is quoting federal IPEDS data that lags by two or more years. Treat the Baylor One Stop tuition page as the source of truth before you sign anything.

Flat rate means what it says

Tuition is flat for 12 or more hours per semester. A student taking 18 hours pays the same tuition as a student taking 12. Food: meal plans are not optional for everyone

First-year students and residents of certain communities are required to carry a meal plan; tiers vary and published rates include tax. Once the residency and dining requirement lifts, usually after year one, food becomes a variable you control rather than a line you are billed.

The charges people forget

  • One-time matriculation fee, billed once at entry (this is why SoFi's first-year figure runs about $200 above the flat tuition rate).
  • Wintermester at $1,650 per credit hour, which works out to $4,950 for a standard three-hour course. Wintermester is not covered by flat-rate tuition.

That ~$30,000 spread between income bands is the real story of Baylor pricing, and almost no cost page shows it.

Why the averages disagree

U.S. News reports $47,329 as the average net price for students who received need-based aid. Federal averages published through NCES College Navigator cover all aid recipients, including students whose only award was a modest merit scholarship, which pulls the number in a different direction. Neither is wrong. They count different populations, and neither one is your number.

Also worth knowing: U.S. News reports that 55% of first-year students received need-based aid in fall 2023, with average need-based self-help aid (loans and work-study) of $5,681.

Comparing to UT and Texas A&M

Baylor's net price sits well above the Texas average, and it will, because the Texas average is anchored by public universities charging resident rates. The honest comparison is not sticker versus sticker. It is your Baylor offer after merit and need aid versus your public-university offer after any honors or automatic scholarships. Families routinely find a $68,000 private and a $30,000 public land within $10,000 of each other. Sometimes closer.

Merit scholarships: the 84% number, decoded

Baylor Undergraduate Admissions reports that more than 90% of students receive some form of financial aid and 84% receive merit-based scholarships. There is no separate merit application. Every admitted first-year student is automatically reviewed for merit aid using the admission application, and test-optional applicants remain eligible.

This is the fact that changes the math for middle-income families who assume they earn too much for aid. Merit money at Baylor is not need-tested.

How the review works

Merit awards are determined at the point of admission and communicated with or shortly after the admission decision. Baylor's admissions office states that awards are final upon admission, which means there is no essay contest, no separate portal, and no supplemental form to miss. Your application is the scholarship application.

The review weighs academic record, rigor, class rank where reported, and test scores when submitted. Tiered awards (including Baylor's Gold-level scholarships) scale with academic profile. If your scores are strong, submitting them can move you up a tier even though the application itself is test-optional. If they are not, test-optional applicants are still reviewed for merit.

The timing detail nobody publishes

Baylor refreshes its published merit scholarship amounts each August. If you are reading this in late August 2026 while building a Fall 2027 application, the amounts posted now are the set aligned to your entering class, and they are the ones to budget from. Screenshot them. Aggregator pages quoting merit dollars from two cycles ago are useless for planning.

Renewal rules that cost people money in year two

Baylor merit scholarships renew subject to conditions, typically:

  • Full-time enrollment each fall and spring term
  • A 3.0 cumulative Baylor GPA
  • A maximum of eight semesters of eligibility

So the question is simple. Find the published GTO rate for your entry year, divide by that year's regular rate, and see where the premium lands on the table. Given that 2026-27 tuition rose about 6.5%, a GTO premium under roughly 10% would have penciled out if that pace continued. A premium above it would not.

The four traps

1. Year five reverts. The lock covers 48 months. Take a ninth or tenth semester and you pay the then-current regular rate, at a time when your merit scholarship has likely expired too.

2. Summers are excluded. Summer terms bill at the standard summer rate regardless of GTO.

3. Graduate study is not covered. A locked undergraduate rate does nothing for a Baylor master's program.

4. Cancellation is one-way and in writing. Once you exit, you return to regular rates.

For Fall 2027 entrants, expect the election window to run in a similar summer band (roughly June 1 to August 31, 2027). Confirm the exact dates on One Stop when your student's account opens, and calendar it: this is a deadline with a dollar value attached.

Use the 2025 tax year for both forms under prior-prior-year rules. On-campus vs. off-campus: where the real savings are

Baylor requires first-year students to live on campus, so year one is essentially full price for housing and dining. From year two, off-campus becomes an option: on-campus room and board around $16,638 a year works out to roughly $1,849 per month across a nine-month contract, which is well above typical Waco rent for a shared apartment.

That monthly figure is the number to argue with. A nine-month contract compresses the cost into fewer months than a 12-month lease, so the honest comparison is annualized: $16,638 for nine months of housing and food versus 12 months of rent, utilities, groceries and a car.

Centre Apartments, an off-campus operator in Waco (and therefore an interested party, disclosed), reports Waco's cost of living running about 14% below the national average, with housing roughly 22% cheaper. Splitting a two- or three-bedroom changes the math substantially, particularly once the meal plan requirement lifts and food shifts from a billed line to a controlled one.

The capacity reality supports the move: on-campus housing accommodates only a minority of Baylor's undergraduates, so most students go off campus after year one by design, not by exception.

Read those together.
